Football ground expanded
ITANAGAR, June 29: The existing football ground at Hawa Camp under Kimin circle was developed and expanded in a social service yesterday.
Land measuring 500 square meter adjacent to the existing field was donated by Hawa Camp Head Gaon Burah (HGB) Tana Teki for extension of the ground. Former ZPM Bamang Mangha provided two JCBs and three dumpers for the purpose of field expansion and development.
“With the expansion of the ground, the field is now capable of hosting any state level sports events,” Lich Cher GPM chairperson Tana Yekhi said in a release.
Meanwhile, the chairperson appealed to the directorate of sports and youth affairs to visit the ground for necessary infrastructural development.
The social service was actively participated by the members of All Kimin Youth Welfare Association, local panchayat leaders led by Kimin ZPM Bamang Yayu, Government officers and officials led by Kimin EAC S Lowang and general public of the area.

NAHARLAGUN, June 29: Rekha Rani Malakar, Packer died at General Hospital Naharlagun on June 24. She was suffering from Cancer and under treatment at CMC, Vellor. The officers and staff members of the Directorate of Information and Public Relations assembled in the office premises today to pray for the eternal peace of the departed soul and to give enough strength to the bereaved family to bear this irreparable loss.

Relief for families affected by bamboo flowering
Koloriang: The North East India Committee on Relief and Development (NEICORD) in collaboration with Canadian Foodgrains Bank started distribution of relief materials through Nyishi Baptist Church Council (NBCC) to the families affected by bamboo flowering in four circles of Kurung Kumey, namely Koloriang, Sarli, Parsi Parlo and Damin.
Each family was given 100 kg rice, 20 kg paddy seeds and 4 kg salt. Altogether 3000 quintals of rice were distributed.
Dohu Yajo, a victim, said: We are very happy to get these foodgrains. Many of us had nothing to eat for days.
In 2009, rate menace due to bamboo flowering led to crop failure in those areas.

ITANAGAR, June 29: Planning Commission has, in principle, approved the expansion of North Eastern Region Community Resource Management Project (NERCRMP) to Tirap and Changlang districts amounting to Rs. 100 crore each, Member of Parliament Ninong Ering said in a communique.
This project will help solve the unemployment problem as well as improve the livelihood of the people of both the districts, Ering said.
The overall objective of NERCRMP is to improve the livelihood of vulnerable groups in a sustainable manner through improved management of their resource base.

While the Arunachal Pradesh Rural Bank (APRB) has been given the responsibility, the meeting also decided to set up Rural Self Employment Training Institutes (RSETI) in West Kameng, Lower Subansiri, East Siang, Lohit, Changlang and Papum Pare districts under the Centre’s financial inclusion programme, according to official sources.

Citing the very poor and discouraging credit deposit ratio (CDR) of many districts, such as Tawang (6.80 %) and Anjaw (19.44%), Pul lamented that there was only one SBI branch in entire Anjaw district in Hayuliang which was quite inadequate to cater to the needs of the people, and urged the bank authorities to open one more bank in Hayuliang and another in district HQ Hawai.
The CDR of Vijaya Bank, ICICI Bank and Punjab National Bank is mere 3.67 %, 0.23 % and 9.92 % respectively, Pul regretted, and exhorted all banks to increase their loan portfolio.
As many a central government programme are implemented through the banks, it is necessary to relax the banking norms for granting loan by recognizing the certificates of gaon burahs or panchayat leaders as most of the lands in the state belong to the community, he suggested, adding these certificates could be authenticated by the local administrative officers/BDO. He, however, said the people are benefiting from the SBI, which has the highest number of branches (45), covering 16 districts of the state and appreciated other banking services like ATM, internet banking and mobile banking. However, he called for improving the services as people very often complain about ATMs malfunctioning while customers wait in queues for hours for simple transaction.
Pointing out that there are 36 banks in Papum Pare alone while other 15 districts have only 1 or 2 banks, he advocated other banks to reach out to the people by extending banking facilities, including loans.
The Centre’s financial inclusion programme to bring all people under the banking network could be possible by opening more branches in remote areas by utilizing the services of farmers’ clubs and mobile vans, he said, and suggested holding financial literacy campaigns to bring mass awareness.

Main accused arrested but Police clueless about Sanjay Kumar whereabouts
NAHARLAGUN, June 29: Tirap District Police arrested the former Chief of Army of ANLF, Hangloan Lowakho on June 21. He is the main accused in Sanjay Kumar’s kidnapping for ransom case vide FIR no. 31/10 of Kharsang PS, District Changlang, dated 25.11.2010. Sanjay Kumar has not been traced so far.
A communiqué from the Police headquarters stated that a sum of Rs 2 crore was demanded as ransom in the Kumar kidnapping case.
However the whereabouts of Kumar is still not known. Though the Police is yet to give any confirmation, there are fears that Kumar might have already been killed by his abductors. The devastated family members, still hoping for some miracle while talking to this daily, expressed satisfaction at the arrest. But like every else, they had a question for the authorities.
Where is the abducted supervisor of Arunachal Pradesh Mineral Development and Trading Corporation Limited (APMDPCL) Coal Mine, Kharsang?
Sanjay, a native from Bihar was kidnapped on November 24 from Kharsang district while he was on his way to the mining fields.
The accused was also wanted in Khonsa FIR no. 18/11 whereby he had been demanding
extortion money from the shopkeepers and merchants of Khonsa town. Recoveries made
so far are cash amounting to Rs 1,30,000/-
The entire team involved in the operation is being recommended for suitable rewards.
The State police further stated that OC PS Khonsa received information that there was very high likelihood that the main accused of the Sanjay Kumar kidnapping case would be moving out of Tirap after collection of some extortion money.
Accordingly, a special checking team was detailed for the task headed by SP Tirap on Khonsa/Deomali road. Late in the evening, a white Tata Indigo CS bearing registratrion no. AS 23H 2062 with dark film on the windows approached the checking point. The vehicle was directed to stop for checking. On seeing the police, instead of stopping the driver increased the speed in an attempt to escape.
However, the road was effectively blocked by police vehicles of SP Tirap and PS Khonsa.

Forum accuses violation of RMSA guidelines
ITANAGAR, June 29: Paktu Area Peoples Forum in a letter to Director, State Mission Rastriya Madhyamik Shiksha Abhiyan (RMSA) today alleged that the RMSA District Mission, West Siang violated the laid down guidelines of Abhiyan. It demanded suspension of the civil works at Government Higher Secondary School, Aalo and Nehru Memorial Higher Secondary School, Puakgumin, Aalo till full compliance of the guidelines.
While briefing RMSA guidelines, the Forum said that Abhiyan is a decentralized scheme in which annual plan/ perspective plan are to be projected as per the SMDC assessment of respective schools. DPC being as nodal officer shall coordinate and facilitate while consolidating district plan and as per RMSA guidelines the SMDC headed by Headmaster or the Principal whichever is applicable is empowered to conduct any civil works with the help of technical department and as such the SMDC is obliged to maintain account of all the expenditure as per component wise grants.
However, this responsibility has been violated in West Siang by conducting civil works at Govt. Hr. Sec. School, Aalo and Nehru Memorial Hr. Sec. School, Puakgumin, Aalo thereby seizing the role of SMDC /Principal of these schools.
Further, no technical department is engaged by West Siang District Mission, in the execution of the Civil works and there is no transparency of technical details of the works thereby quality construction is questionable which is tantamount to squandering of public resources and compromising the noble cause of scheme.
Further, as per guidelines, grants under the mission has to be deposited into the account number of the Principal/Headmaster but District Mission, haven't complied with the directives as yet.
The forum said “Government Higher Secondary School, Aalo and Nehru Memorial Higher Secondary School, Puakgumin, Aalo have its unique place in academic realm of West Siang. Hence, compromise on the quality of civil works cannot be tolerated, it added.
In an another release, Paktu Area Peoples' Forum condemned and criticized the transfer and posting of some officials and termed it as political interference by the elected representative.
It claimed that the relatives of the transferred Government servants are pursuing or engaged in activities under Paktu Area Peoples' Forum for their legitimate claim for economic rights at Aalo Township which are under perpetual exploitation and monopoly.
The forum also condemned the arrest of Paktu Ao Youth Welfare Association’s President Nyatum Bagra and Adviser Jorik Bagra at Aalo yesterday to suppress the legitimate and democratic activities of the Paktu area peoples.

Not all can be heroes.Some have to stand on the sidewalks and clap as the heroes pass by. But like they say, every once in a while, in the midst of an ordinary day, life throws up pleasant surprises and its then that ordinary men can also become heroes. A.M. Duttachoudhury is one such hero. He was a lanky, uncertain but curious 22 year old when he first joined as a clerk at Namsang Borduria Trust in Tirap in1972. And since then till date it has been almost 40 years of dedicated, selfless and relentless service to the people of Arunachal in general and Tirap in particular.
He has practically aided every administrator who has been posted at Khonsa in the last 40 odd years and seen the district grow from nucleated, scattered chieftainship to the democratic set up of today.
He was in the thick of matters when the first roads were laid to the different circles in the district. He reminiscences about the days when he would accompany administrators and chiefs on foot to distant villages to survey the prospects of introducing development in terms of infrastructure in the far flung areas.
His efficient, prompt and organized paperwork and filing gave a definite shape to Nocte Timber Corporation and Namsang Borduria Trust. It was after he joined that Ramkrishna Mission School at Deomali saw the light of the day and no body can deny his hardworking behind the scene contribution to the establishment and growth of R.K. Sarada Mission at Khonsa. And Khonsa, the town itself has since its inception as headquarter to a district, grown under his watchful eyes.
Some may wonder as to if I am over estimating the worth of this man. I would like
to assure my doubtful friends that the man in question deserves every word of praise
this piece bestows upon him and some more. He was supposed to retire in 2008 at the
end of a fruitful career as an Administrative Officer that is the highest position
a clerk can attain. But the then Deputy Commissioner of Tirap Mr. Ankur Garg, extended
his service for 2 more years beyond the state retirement age and made him Officer-
Since I first joined service as a Circle Officer at Khonsa, he has been a pillar of encouragement to me and my colleagues. Whether it is drafting a letter or making a file noting, overcoming official gulches or personal dilemmas , he has been more than helpful even outside official sphere, he is more of an Arunachalee than I may ever be. A Bengali Brahmin, he is as comfortable with eating pork and buffalo meat as he is with fish. He enjoys that occasional glass of jumin (local rice bear) during Loku and other festivals. He knows the history and folklore of the Noctes and Wanchos better that many locals do. He feels the pulse of the land and its people. And yes, he also rues the rotting and fall of Tirap in recent times for he is a man who was a witness to the glory that this district once was.
I have had a very fruitful two and a half years association with him. I have had the privilege to tap into his vast experience and wisdom. It’s not everyday that one comes across a person with so much dedication and honesty. Sometimes I wonder, how he was never recommended for the Governor’s Service Medal for public service or something to that effect.
He retires this 30th of June and believe me, it’s going to be like an end of an era for Tirap and the vaccum his absence will leave behind will be difficult to fill. I don’t really know Tirap feels about his retirement, but I for one could not just let him pass in to oblivion.
I write this piece today to celebrate an unsung hero and I shall stand on the sidewalk and clap as he passes by.

Maternal Death Review and MCTS (Mother & Child Tracking System) being sensitized already to all the districts, he stressed on identification and timely reporting by the districts even by using cell phones for reporting from inaccessible areas for smooth implementation of MCTS.
He further advised them to improve it with immediate effect and to expedite and
update the quarterly reports. Stressing on submission/forwarding of photographs,
he asked the districts to submit the photographs of all the activities implemented
in their respective districts without fail. Further, he asked them to utilize the
untied funds under RKS. Reminding the DMOs of the letter sent to them, he advised
them to strictly follow the Govt. instructions on appointments in their districts.

Speaking on the departmental promotion, he highlighted that time bound promotions will be as per the ACRs and on the basis of seniority. In this regard, he asked all to submit the ACRs on time. Further, queries if any, should be addressed to him and he should directly be contacted, he said.

Speaking on the occasion as chief guest Fr. He said, the RTI has become a weapon to harass and black mail the officers. It fails to serve the very purpose to maintain transparency and good governance in government functioning. Khimhun stressed on the need to give a serious thought on this issue. The MLA also said that proper planning should be made in the Zilla Parishad and need based schemes should be selected.
DC cum DRDA CEO Opak Gao highlighted the achievements made on various schemes like, MGNREGA, SGSY and IAY. He suggested that the Self Help Group(SHG) and beneficiaries should be given opportunities to select schemes as per their suitability and local needs. Once the schemes are taken up follow up action should be there for proper execution, he said.
He further appealed to deliver services to the rural poor people instead of playing blame games and throwing the responsibility to one another.
Chairperson, Zilla Parishad Changlang, J Jugli, in her concluding remarks, suggested periodical meeting by Anchal Samity Chairpersons for preparation of schemes and review the developmental works. She however, called for selection of actual and needy people as beneficiaries of schemes. There should not be any favoritism in selection of beneficiaries, Jugi said.

Its amazing how modern progressive society is completely brought to a standstill at the whims and fancies of certain people. These so called organizations promote themselves as the guardian of the common people but do they actually care what’s going on with “ us”? A bandh of this magnitude is not only an enormous inconvenience but also inhuman. Do they actually care what is happening to the education of the children or to the daily wage labourers. Why are we paying the penalty for someone else’s thoughts. That’s beyond comprehension.

I have gone through the article the RTI and Arunachal. It is rather touching to see that the officials are saying that people are trying to blackmail them through the famous Right to information act 2005. I would like to laugh at their lying faces, that if they are Innocent victim of RTI harassment then what's the big fuss in revealing the govt document that has been asked for?
After the nationwide embarrassment regarding the PDS scam, we Arunachlees should get up and file a RTI and see what's going on into the system. As a citizen of the world biggest democracy we should govern the government not the other way around.

Apropos to article " JNC to start PG courses" published on 29th June 2011, it is indeed a great news for entire our State in general and Pasighat in particular that the oldest institution of higher education of our state get the status of State University and soon imparting PG Courses from next academic session.
